Fancy £100,000 in cash?

Any views on the news I read in today's The Times about an idea HMRC have thrown out - under advice of the 'Behavioural Insight Team' apparently known in Whitehall as ''the nudge unit'' - that people who complete, return forms & pay tax two months early will qualify for entry into a draw (I think) to win £100,000 cash (no doubt subject to a high tax band) & various little prizes too.

Sounds a bit too Simon Cowelly to me...
